Britain's Lewis Hamilton took third for McLaren but was almost a second adrift of Webber to underline the dominance of the Red Bulls.
Vettel has won three of this season's four races to lead Hamilton by 34 points going into Sunday's fifth round.

German Nico Rosberg of Mercedes was sixth best ahead of the second Ferrari of Brazilian Felipe Massa.
Young Venezuelan Pastor Maldonado took eighth for Williams while seven time champion Michael Schumacher was ninth fastest in the second Mercedes, having been fastest in the first of three qualifying sessions.
Russian Vitaly Petrov of Renault rounded out the top ten drivers who contested the final session.
