Shanghai has 19 million people and 800,000 dogs, causing major problems with barking, attacks and animal waste.
Thoughlicense fees have been slashed to encourage registrations, many peopleare expected to abandon dogs following the new rules.
Animal rescue shelters have been expanded to cope with an increase in strays.
According to one estimate, China's ever-growing dog population now totals 58 million in the country's 20 major cities.
Thecampaign mirrors the country's one-child policy which it adopted morethan three decades ago in a bid to limit population growth.
